The Senate was divided into different positions on the Versailles question. One group of Democrats strongly supported the Versailles Treaty. A second group of Democrats supported the Treaty but followed Wilson in opposing any amendments or reservations. The largest group, led by Henry Lodge, comprised a majority of the Republicans. They wanted a treaty with reservations, especially on Article X, which involved the power of the League Nations to make war without a vote by the United States Congress.
Before this time the United states did not really have a foreign policy if you think about it. America minded their business and did not get involved in foreign affairs if it did not directly involve the United States. Henry Cabot Lodge demanded Congressional control of declarations of war and wilson refused this.
Wilson had ideas of abstract principles: democracy and self-determination of nations, all being involved in the League of Nations. By applying these few principles, he intended to solve the problems of Europe, if not of the whole world. But votes were split between the democrats who sided with Wilsons ideas and the republicans who sided with Lodge causing the US not to part take in the national league.Lodge was resistant to change because he was suspicious of Wilson and his treay, he viewed the League as a supranational government that would limit the power of the American government from determining its own affairs.
Americans foreign policy philosophy changes during this period in many ways. During this era America learned many lessons. One was that other countries could be cruel and not honor a deal. This caused them to be cautious of the deals being made. Henry Cabot is so resistant to the change because he did not like Wilson or the changes. He believed that the "republic" way was the best way to approach issues.
Previously America didn't get very involved in foreign affair unless that felt they need to help and usually it wasn't much uproar. However in this time period people felt that the war was unnecessary. Also there was a huge division between the Senate and Wilson. The Senate was more cautious in entangling itself with foreign affairs. However war was still declared and then after the Treaty of Versailles was passed. Henry Lodge was so opposed to this change because he opposed Wilson's idea because he felt as if he wasn't looking out for the interest of the people. Lodge believed that Wilson was making outrageous promises to the people that he couldn't fufill.
American foreign policy changes because the nation becomes more cautious of foreign interactions. During Wilson's presidency he made it clear that the us. Should remain in isolation with the exception of joining the league of nations. Lodge on the other hand opposed Wilsons thoughts. He felt like his promises were too.far.fetched and he.wanted what latrice said "congressional control"
Heny is best known for his positions on foreign policy, especially his battle with President Woodrow Wilson in 1919 over the Treaty of Versailles. "Lodge demanded Congressional control of declarations of war; Wilson refused and the United States Senate never ratified the Treaty nor joined the League of Nations."Lodge's Senate career came in 1919, when he tried to secure approval of the Treaty of Versailles and clear the way for American entry into the League of Nations, despite his personal reservations. Lodge made it clear that the United States Congress would have the final authority on the decision to send American armed forces on a combat or a peacekeeping mission under League.
American foreign policy has changed due to American interacting more within the different countries. Befir America would come in and assist like the Monroe doc. Alllowed. The united states then would take control of the country as the doc. was altered. As for lodge he didn't like the views of Wilson and believe he wasn't doing things in the interest of the people and believed in the repbulican way. So for lodge to believe in This sort of change he in his mind wouldn't be for the people.
During this time period, American became More involved with foreign affairs, when they previously weren't. With this, there was a huge split between those who wanted to use precaution when dealing with foreign affairs such as the League of Nations (the senate) While others wanted to jump right unto them (Wilson) Henry Lodge played a big part in Americas involvement withother countries. He had a Hugh influence in people, due to his Lodge reservations.
